Signing the assembly to give it a strong name

Currently, the SystemWrapper assembly doesn't have a strong name, so a client of it cannot use it in a strongly named assembly.  This clearly unnecessarily limits the utility of the assembly.  Can an owner of the project strongly name the assembly by signing it, even with an otherwise useless private key (i.e., even if the key is completely public, that's fine)?

The assembly was signed with a strong name key file.    Still need to publish the new assembly.
